As one of China’s three major high-level talent recruitment initiatives, this program adopts a twin-engine model-industry-driven demand paired with top-tier talent-to tackle critical technological bottlenecks in strategic emerging industries. It targets high-level talent, including overseas Chinese, ethnic Chinese, and foreign professionals.
Industry-Focused Talent Acquisition -With a clear emphasis on technology industrialization, applicants must partner with corporate platforms to submit their applications. Private enterprises account for 72% of these platforms, local state-owned enterprises 21%, and branches of central state-owned enterprises 7%.

Awardees receive the National Talent designation, which is recognized nationwide and carries more weight than provincial-level programs. It offers significant advantages in areas such as talent relocation, research funding applications, and enterprise qualification assessment.
PROJECT PROCESS

Process 1:Application Materials Submission
1. Curriculum Vitae (CV)
2. Passport-style photo (white background)
3. National ID card + Passport
4. Proof of employment (contracts, resignation certificates, offer letters, etc.)
5. Bachelor’s, Master’s, and Doctoral degree certificates; for overseas degrees, CSCSE certification is required (exempt for foreign nationals)
6. Evidence of projects led (or participated in) and research achievements
7. Patents and awards (optional, considered a plus)
Process 2:Selection Stage
Selection Round 1
· Preliminary Matching – October of the preceding year to April of the current year
· Secondary Screening – June to September of the current year
· Final Results – November to December of the current year
Selection Round 2
· Preliminary Matching – June to August of the current year
· Secondary Screening – September to December of the current year
· Final Results – January of the following year
Important:
Each applicant may be submitted by only one enterprise. Duplicate applications will result in disqualification. A valid application means compliance with this single-submission rule.
Process 3:Results & Onboarding
Successful candidates will receive an acceptance notice and be granted a 2year consideration period, during which they may complete the relocation and onboarding process.
